StampedeladyTim.. equip the sants suit and cape from your inventory if you have purchased it.. you have to be wearing it.. it should be in your inventory because you do have to buy it.If that fails then make out a support ticket because that is a main part of doing the quests

RaymondTim there is no 'Santa Suit' per se, there is a Santa Hat and a Santa Cape, both were buyable in the Christmas Event, put those 2 things on and you have a Santa Suit, then deliver a present to the house as you have been doing and that Achievement will be done.
