If you want to buy one, he's there now, but will be gone tomorrow. You don't have to display your ribbons if you don't want to. You can keep them in your inventory, and still get credit for the additional energy it gives you just for having it.

I just went to AI and the furniture salesman does have the ribbon boards. They're between the signs and the chess pieces.You might have to scroll left or right to see them.
