see the ocon in the bottom middle of your game screen that looks like 3 people. that does what you ask.

there actually appears to be an issue with the sort by most recently played players in the energy sack request dialog.

bear with me:
I have a facebook friend, but she's not a bw2 buddy cause she already has 250 others. It's showing her, and who knows how many others, way near the bottom of that selection area. I KNOW she has played today cause she has posted quest completion rewards things to her wall. I also know she is below someone who has not played in 5 days, my other me who didn't have any time this hectic week to do anything. She is mingled in with some who I do know have not played in over 2 years.
I can't check when bw2 thinks she last played cause she's not a bw2 buddy so is not in that list when clicking the 3 person icon.
Did I discover a bug? and should I send aa trouble ticket with this info?

You are sorting it by most recently? I have no idea why it wouldn't sort it correctly. If it continues I think sending a ticket asking about it might be ok.

no. click the 3 person icon and sort that by recent. that's everyone. look for someone who is also a bw2 buddy in that list perhaps about who has not 'played in months'
then open the ask for energy and sort that by recent.
find that same person. everyone below that has not played it that same 'months' and longer, everyone above that has played more recently.
when I ask I ask the top 30 people there and those all have played in under a day or so if I ever bother to check.

you probably can then make a list from that ask dialog of people to facebook unfriend. But it doesn't matter. they will forever after still be in the ask dialog. the only thing one can do that actually is permanent is bw2 unbuddy them. but again friends and former friends who are no longer facebook friends still show up in my ask dialog. oh wait, only some, the ones I have actually put a facebook block on, the others disappear. and I ask those for energy every day to piss them off (the ones who unfriended me)

you appear to not know that you can sort by most recent in every place a list of people appears whether they are only facebook friends or also bw2 buddies.

The friend systems work differently on other platforms, so I won't offer any opinion on the Facebook sorting/buddies/etc except to say this:
It's possible that sorting is done by time of last login (or similar). I know many people who simply leave their browser pointed at BW2 all the time. They appear low on the "recently played" sortings, even though they are actually currently playing (in chat, visible on Amicus, etc). The "3 person icon" list has shown active people listed as "several days" or even weeks in this situation.

any time you are asked to send a request for help from a friend, a box will pop up that will give you the option to choose from all your friends or just your game friends. Look at the top right of the pop up for the tabs..
