He's wearing a Christmas tree hat. It's three pieces (mask, hat, and "tuft", which is equipped as a cape) and each piece costs 20 Santa tokens.

Go to the sleigh, go into whatever house it delivers you to and deliver the present, go back to Santa and get your reward!
