Misty is one of the 2 people next to the Pet Stables. Those are behind the Store. I imagine you have to have the Town Hall and Farm Stand and possibly the Saw Mill built first. I am not sure if the town crier lets you know when you can build any of these, some people in the chat had no idea about the stables but when I told them where they were they discovered that a quest was available there for them to start it, possibly a several day thing to get it completely built.
