First you have to have done all prior Nates quests completely.
Then you have to get far enough in the Ice Mountains to be eligible to do Nate there.
Then you have to talk to the town crier in the Commons.
He will tell you to go to the person in the first square in the Ice Mountains, the Base Camp
He will tell you to walk east and you will teleport all the way across the Ice Mountains to that Ice Cave, but I can't remember if you have to do quests in areas of the Ice Mountains that you have already completed for a day or so first, most Nates Quests are like that..
Then it might be a good idea to read the wiki or forum posts of around last December for the help you will need on some puzzles.
