I am at the Palace Steps and Palace Courtyard squares.

I have been told that in order to open the east gate in the Palace Steps that I have to do a quest for Billy.

I was also told when asking about it, that I had to do the Palace Courtyard in order to get the quest.

Well, with the exception of the customization items for the Palace Courtyard, I am done with it. The puzzle and the monster both.

Do I need to have the area 100% complete in order for the quest to show up to open the east gate in the Palace Steps, or do I also have to do The Ancient Throne area in order to get the quest to open the east gate in the Palace Steps area?

Someone please help. This is getting frustrating when nothing happens, and you're told it should.

I have gone to see Billy, and the only thing he is giving me is the daily repeatable quests, not the one to open the east gate. The one to open this gate is the one I need to know how to get, not the daily ones from him.
