Perhaps you have to be in certain areas, I know for sure the mana one has a 'water' that can ONLY be obtained in one specific square, and the other parts can only be obtained in certain of the cave squares (only half of them). I think the energy statue upgrade had 7 or 8 parts and each had to be obtained in certain zones.
