The panda starts at 0.5%, and gets another 0.5% every level. Considering that the promo says that the panda ability goes up to 40%, I would guess that pets go up to lvl 80.

The text pops up (for the starter one): "This elite pet can only be found in the starter pack." "Increases your maximum energy by up to 40."
