Jila CaitI think I found the topaz in the ice, but don't seem to be able to affect it in any way. The quest giver said something about using magical fire, but I don't seem to have any. Any hints?

Raymondnope, there are many topazy looking things in the snowy zone, but a real topaz (that has an energy cost to whack) is unmistakable. Just walk back and forth between 2 or 3 squares there perhaps up to a dozen times and one will appear.
