There is no date because there is no problem. I got mine last year somewhere. Anyone who has completed the game has obtained it because one must do some of the Kings Quest to advance into the Caves and other areas.
Try the main store instead of the one in the Haunted Village. Have you completed every area in the Haunted Village? Perhaps its related to completeness, I forget. Have you gone to The Tomb Of The Restless and The Secret Lair? Both are kind of secret areas in the Haunted Forest that something eventually brings you to for some reason.
Are you sure you don't already have it? Perhaps you have to return to the Castle. Try using the Maps 'show active quests' to find out where to go to for a particular quest. My Evil B Gone is right near my Impressive Fishing Pole for fishing in he Backwoods Lake.
