It's the hat that you should have just recently gotten in the Scientists Castle somewhere or during one of the quests there (I seem to remember having to fish up something in the main lake). If you don't have it now then you will soon.
It's actually called powered battle helmet, and all hats in the inventory have a name. It even tells you what that hat is for if you hover your mouse over it.
