Short answer: no.

Sorry, if you want the next badge, you have to save up for the toll price.
If it's any help, the Air badge is currently the last one available, so you're not missing out on a grand world of adventure.
When you reach trainer level 10, you automatically gain access to the Swamp area to the left of New Haven. That area consists of three seperate locations packed with trainers.

First area has 20 trainers, second has 30, third has 21.
Wild guardians are around level 26-29, at a quick glance.
All trainers have a full team.
You will also find two non-repeatable Gold Treasure Chests.

That's around 71 Tokens, if you defeat every trainer in Swamp Road.
(I haven't yet, simply couldn't be bothered to.)

And don't worry about the strength of your guardians. If you're still around trainer level 8 now, they should be strong enough by the time you reach level 10.

Edit: Forgot that areas have the number of NPC listed in the progress bar. I went and counted them manually, derp. Corrected the numbers.

don't base Guardian selling on the numbers presented in the pages here actually...they aren't accurate as many players have discussed previously when they were first posted here. First, it doesn't account for your use of trainer tokens/jelly beans while they were here. Second those numbers, if I recall correctly, are assuming that you get the BEST numbers of advancement every level up which DOESN'T happen. One level you may get only 1% increase in Guardian HP another you'll get 3% or whatever it was that they explained it back when the game started. Try comparing one of your Guardians to the data here and see how much it doesn't match up...
