Most people agree that the starters are better than most other elemental guardians, so then they'll abandon them and use the starters. Even if you say a quest might even it out, it doesn't necessarily. heroics shouldn't go overboard.

David said that they might allow us to buy the 3rd Starter for Trainer Tokens (this was back when the only things that could be bought with TTs were items). I'm guessing that plan was scrapped... :/
