Ruth OrozcoOOPS! Just realized which throne room you're talking about. First you have to get all the clues for Marion and she'll give you the tattered city map. Then you can open the Palace Steps, which is to the right of the Shifty Alley. You have to solve that puzzle to get the key to the Palace...good luck!
