I've tried with Max power all the way up to 250/250 power, I've even socketed a couple of +power odds runes to the spanner and nothing. Any ideas? https://i.imgur.com/l9mN920.png

The max power runes increases how much your meter can hold (ie. +10 +20 +40), and Odds to win power runes (which you used) increases your percentage chances to win power. I wanted to be specific with the wording so teisfortiger and other players would know that there is a difference and so they wouldn't mistakenly equip the wrong runes. Edit: In my case, I combined all small power dust to create 3/35% odds to win power runes which totaled 105% So, many different combinations are possible to reach the same results. sorry for all the edits. Just trying to be more clear.
