It's pretty hard to beat one (if it's high leveled) 'cause it has REALLY high special defense and normal is weak against rock so, yeah.....

Use water attacks against it.
Maybe water guardians or water bombs.

There is no super fast way at the moment. This will get better, as soon as there are Guardians available, that deal 200% damage versus rock types... but we don't know, when that will be.

Until then your only good option is using high Special Attack water moves (maybe combined with lowering Special Defense, like Drip... but you have to use four water attacks after using Drip to be more effective than Water Cannon). Low Special Attack water attacks are not effective. If you consider a 70 Special Attack attack 100% damage, a 35 Special Attack attack will not be 50% damage... it will be 0% damage versus a Gebble.

I only have a Zaatango. Good news: a water type. Bad news: low special attack.

Get a crabbicle or TskTsk. They have pretty high special attack. With that, spam using drip. He'll probably often use bop if he is level 25+. It'll keep the balance if he does, having him -21sp. def and you -21sp attack is still doing 100% damage.
If he doesn't have bop, still continue using drip. This 2nd strategy is Okay with any other water-type guardian, only if it has learned drip. Use drip repeatedly until your water guardian dies. Then, switch to your guardian with highest special attack. It will deal easy damage, speaking of the drip you used.
The 3rd possible way is simple: Get a super-high damaging normal guardian with reckless strike. Keep using it, or use bop. Bop will deal around 20-35 damage, and reckless strike 35-65 damage. Repeat this method.
I prefer the drip and keeping the balance method the best
Hope this helps!
