Question about New Haven Gym

I passed New Haven Gym, and rock Gym too, and at the rock gym, there are level 27+ guardians, evolved to 2nd stage. I was wondering, the New Haven Gym has bhadusa, and I don't know if it still does, but why does it have Bhadusa? I Thought it levels at about 27 or 28, and if it's level 27 or 28, then that's totally unfair, not saying it is since it definitely isn't. Why does Bob then have level (18) Bhadusa; I WANT ONE!!!

Firball = Squiddle Crabby = Psiwren Vinible = Bhadusa P.S He should have I think an Orkhan, Fengal and Kowa for his other 3 guardians.
