The desc says it's like a vampire cat, so maybe it's a Halloween pet? Maybe I'm blind or just tired, but I did a PAGAS search and couldn't find it.

You can find it between the Christmas Kangaroo and the other 2 Cat Mounts, the Black Jaguar and the Caracal when viewing All the mounts. Its bonus is Power +5% along with the +50% Speed.
