there are many sites that allows one to program a slider puzzle of any size and to put in your particular random starting position and then allow you to have it move a step at a time.
one in particular is https://www.jaapsch.net/puzzles/fifteen.htm has info on the puzzles and how to do it and its actual javascript applet is. https://www.jaapsch.net/puzzles/javascript/fifteenj.htm
be sure to read the help to see how to get the last 2-3 digits to match yours.
if you google 15 puzzle or sam lloyd puzzle or even slider puzzle solver/algorithm you will find many that show you how to do them, perhaps a few that will have a applet but the one above is best in my mind.
