First:
Since its an island, maybe a storm could hit the Island randomly at least once a year and you need to help after the disaster. I would prefer it be individual quests but it could also be world wide, like the building of the casino.

Quest could be:
finding building materials to repair the bar and casino
find water balloons to replace lost ones
find new surfboards
find clean towels
fix broken chairs/hammock
find new beach ball/pail and shovels
Plant new trees bushes/ fix fences/tiki faces (the island could look like it has a few trees broken, bushes torn apart and fences/tiki faces broken, then after quest it looks normal again)

Second:
the merchants could give a quest every time there is something new for them to sell (hoping to see new items added to them) and the first time reward could be their own merchant sign to put on the ranch and maybe it could come with a timer that lets you know when they are on amicus, if there are ever anymore the quest could give a choice of island or casino tokens.

Third:
just to give another reason to visit amicus, maybe the casino could need repaired after X amount of months or what not and just use the same time frame and quests that was used to build it in the first place, it would give everyone a chance to be in the top 10 helpers.
