which ones?
all regular commons and event ones do, just a lot more whacks because bushes only cost 1 or 2 instead of the up to 38 that they cost for some of us.
if you mean cloud hub or infected sanctuary hub things, those are only whackable in their respective areas and in the flux, per their definition.
if you mean kaine or nate quest things, those only happen in their particular area.
if you mean a zones quests, then those only happen in those zones.

@ Kirby: Now that the bushes scale with your level, instead of being 1 energy per bush, you should see quest drops appearing in the Rainbow Island area.

As Raymond said, items for the Cloud King's Castle or the Sanctuary Village daily quests will not drop in that area, but the items for the Commons and event daily quests will.
