My idea about legendary and set gear for heroes is, that it will be not bound to particular hero but it can be used by any hero. Also it can have more than one function or specific function.
Examples of specific functions:
- Starting level after "The end of the world"
- Increased chance for chests
- defeated boss can drop rubies
- etc (suggest your ideas)
