Whirlwind Attack for Warriors Has Problem

When trying to decide where to spend the next skill point I noticed the following about whirlwind, which doesn't make sense to me:

Level 1 skill=hit all enemies for 10 + 30% of attack damage each (for me = 508.6)
Level 2 skill=hit all enemies for 15 + 27% of attack damage each (for me = 463.7)
Level 3 skill=hit all enemies for 20 + 29% of attack damage each (for me = 502)
Level 4 skill=hit all enemies for 25 + 31% of attack damage each (for me = 540.2)

This means that if I add another skill point to the first one I have, I actually lose ability. This seems to be wrong; either Level 1 skill point percent attack should be 27, with sequence 27, 29, 30, 31, or the next levels should be sequencing higher. None of the other weapon skills sequence with subsequent skill % going down, they all increment up every step from one.

No wonder people say whirlwind is wimpy; it is if you skill it past 1 until you get back on track at level 4.
