The Tar is unlocked after completing Field 2, Puzzle 3. The Water is Field 3, Puzzle 3. The Sap is in the tree that appears in Field 4, Puzzle 2 and accessible after completing Puzzle 3: it's NW of the exit gate and is covered with yellow honey-looking sap.

To the lower right of the first field, there's a bit of a path that goes down and to the left. It looks like you might be blocked by trees when you try to go further left, but that isn't the case. Keep at it or try another field in the Settler's Thicket. I'm up to 19 found after 2 or 3 (?) days trying. And as Noemi said, they're definitely not released in the flux!! Learned the hard way before I went back and read the quest again...>-{
