Relevant not just to the current Halloween event but others like Spring Garden where there are NPCs whose cooldowns don't show up on the Town Crier. It would be nice if they told you the countdown if you speak to them before they're ready. So for example rather than:
"I'm not going in there again until I've had some time to rest!"
They could say:
"I'm not going in there again until I've rested for another hh:mm:ss!"

Or you could keep the existing text as is and add:
"Ask me again in hh:mm:ss"
